Ex-Im Bank Success Stories in Central Asia and the Caucasus Regions

In November 2004 Ex-Im approved a $121.7 million long-term loan guarantee to support the export by General Electric Transportation Systems, Erie, PA., of 200 locomotive kits to Kazakhstan's state-owned national railway, Kazakhstan Temir Zholy (KTZ). The financing transaction is Ex-Im Bank's second with KTZ.  The transaction is structured as an asset-based financing, with the locomotives serving as collateral.  KTZ is the first non-bank government-owned company in Kazakhstan to receive Ex-Im Bank-supported financing without a sovereign guarantee. The guaranteed lender on the transaction is ABN Amro Bank N.V., Chicago, IL.  

In March 2004, General Construction LLC, of Nahchivan, Azerbaijan, secured an Ex-Im Bank guaranteed loan in the amount of $19.3 million to finance the purchase of engineering, design and construction services from Saba Inc, a mid-sized company located in Memphis, Tennessee. The guaranteed lender for the transaction is Commerzbank AG, New York. The International Bank of Azerbaijan also provided a guarantee on behalf of General Construction.

In June 2004, the National Bank for Foreign Economic Activity of Uzbekistan obtained financing in the amount of $18.2 million for the purchase of mining and construction equipment from Caterpillar SARL, Peoria IL. The end-user of the equipment will be Navoi Mining and Metallurgical Complex of Navoi, Uzbekistan. The guaranteed lender for this transaction is Societe General, New York. Uzbekistan's Ministry of Finance provided a sovereign guarantee on behalf of the National Bank.

Also in 2004, Astana Finance Co, of Astana, Kazakhstan, secured an Ex-Im Bank financing in the amount of $7.8 million to for the purchase of agricultural equipment from Deere & Company, Moline Il. The guaranteed lender for this transaction was Deere Credit Inc. Standard Leasing Corp. served as guarantor for the loan.
